Kennedy District
The Kennedy Quarter is a large housing estate in the western part of Oldenburg . It was built in the 1960s and 1970s with around 1,000 residential units. In 2007 a study by Helge Peters found that the quarter is perceived as a dream of fear . In 1999, the Kennedy Quarter was included in the urban development program for districts with special development needs - social city .
