Parish land parish

Parish land communities were local authorities in the Schleswig-Holstein districts of Husum , Norder- and Süderdithmarschen . They comprised several so-called village communities (Husum district) and farmers (Dithmarschen).

With the ordinance of September 22, 1867, the independent rural communities were introduced in the Prussian province of Schleswig-Holstein . In contrast to the rest of the province, there was a special form of municipal administration in the west of Schleswig-Holstein, namely in Dithmarschen and in the Husum district. This was taken over untouched. The parish areas in which secular structures already existed became political parishes, the parish land parishes. The Köge, however, usually remained independent. They formed independent rural communities, which were called Koogslandsgemeinden .

The village communities, village communities and / or farmers in Dithmarschen and in the Husum district only performed a few administrative functions and formed a kind of sub-community .

However, there were problems in one district when setting up the parish land parishes. The district administrator of the district of Süderdithmarschen refused to accept the parish rural communities as rural communities within the meaning of the ordinance of 1867. He was of the opinion that the farmers should take over this function. The dispute dragged on until 1879. Only then did it become clear that in Süderdithmarschen, too, the parish land communities form the lowest level of administration.

In the Second Implementing Ordinance to the Prussian Municipal Constitutional Act of 1933, the village and peasant communities of the parish rural communities became independent rural communities with effect from April 1, 1934.

This regulation was consistently implemented in Dithmarschen. In two cases, however, these new rural communities were merged a few years later to form a larger rural community, which in terms of area corresponded to the originally responsible parish country community.
In the Husum district, however, there were problems implementing the ordinance. The process of rebuilding rural communities appears opaque. In some cases, the village communities that became independent on April 1, 1934 were already amalgamated to form larger rural communities on December 1, 1934, but often not to one community the size of the original parish rural community. In other cases, the reform was only implemented on December 1, 1934.

The formation of the smaller new rural communities resulted in an increase in the total number of communities in Schleswig-Holstein. In the district of Süderdithmarschen it rose by 64 until the census in 1939 (compared to the census in 1933), in the district of Norderdithmarschen by 56 and in the district of Husum by 42.

When the offices in Schleswig-Holstein were formed in 1948 , they were referred to as parish municipality in the Dithmarschen district . In the Husum district, the name was only used by a few offices in 1948 for a few months.

After the district and office reform of 1970, the Dithmarsch parish districts also became offices by name. However, the designation parish land municipality was continued in the names of the offices until 2007. Today the names of the offices of the parish district of Heider Umland and the parish district of Eider are still reminiscent of the old parish districts.
