Kjell T. Evers

Kjell Tycho Evers (born December 14, 1913 in Oslo , † February 8, 1997 ) was a Norwegian municipal functionary and president of the Conference of Municipalities of the Council of Europe .

Evers was the son of a shipowner. He completed his law studies in 1938 and was admitted to the bar in 1939. In 1940 he entered the service of the Norwegian Association of Cities ( Norges Byforbund ). In 1945 he became managing director of the second local umbrella organization Norges Herredsforbund (Association of Municipalities). Since the merger in 1972 he was the managing director of the joint umbrella organization Norske Kommuners Sentralforbund ("Norwegian Central Association of Municipalities"). In addition, Evers was chairman of the board from 1949 to 1972 and then until 1979 board member of the communal Landspensjonskasse , which serves the communes as a pension and insurance company.

As the top representative of the Norwegian municipalities, Evers was active on an international level and, among other things, chaired the European Committee of the International Union of Local Authorities and a member of the Norwegian delegation to the Conference of Municipalities of the Council of Europe . There he was president of the conference from 1970 to 1972, first vice-president from 1972 to 1974, and further vice-president from 1974 to 1976.

Evers was in command of the Order of Saint Olav , in command of the Order of the Lion of Finland and Knight of the Order of Dannebrog .
