In the spring of 1941, the Navy made organizational preparations for the German attack on the Soviet Union ( Operation Barbarossa ). After the occupation of the Baltic States , the staff was moved to Libau and renamed accordingly. After the incorporation of the Riga Naval Command, with the exception of Riga itself, the staff was renamed Commandant of Naval Defense Latvia .
