The Kommunalkredit Austria AG (Kommunalkredit) is a specialist bank for infrastructure and energy financing in Europe. It offers advice, structuring and financing of debt and subordinated capital over the entire life cycle of an infrastructure project. It focuses primarily on the segments energy & environment, transport, social infrastructure, communication & digitization and natural resources. The Kommunalkredit Group employs around 250 people. The head office is in Vienna, Austria. A branch is located in Frankfurt am Main, Germany.

In the 2018 financial year, Kommunalkredit generated net income after taxes of EUR 14.3 million and an operating result of EUR 23.2 million. It was involved in infrastructure projects in Europe with a total financing volume of around EUR 1,202 million. This included the financing of a broadband network in rural regions in Austria, the refinancing of a section of the motorway in Poland and a tram line in a Spanish city and the financing of the acquisition of a concession for a Serbian airport.

Kommunalkredit is 99.78% owned by Gesona Beteiligungsverwaltung; The Austrian Association of Municipalities holds 0.22%.

In 1958 the “Österreichische Kommunalkredit Aktiengesellschaft zur Aufnahmung von Industriegelände” was founded by the initiators Bruno Kreisky (State Secretary in the Federal Ministry of Foreign Affairs) and Hermann Withalm (State Secretary in the Federal Ministry of Finance). The aim was to support investment projects with a particularly high impact on labor market policy. In 1984 the company was renamed "Österreichische Kommunalkredit Aktiengesellschaft" with a focus on promoting environmental protection investments. When the Environmental Funding Act came into force in 1993, Kommunalkredit was entrusted with the management of environmental funding for the Republic of Austria and the environmental and water management fund. Through her subsidiary Kommunalkredit Public Consulting, she oversaw the handling of public funding programs and the implementation of national and international consulting projects in the areas of environmental funding, urban water management and contaminated sites. The subsidiary also handled the Austrian JI / CDM program (purchase of emission reduction units to achieve the Austrian Kyoto target). In 1998 the company name was changed to "Kommunalkredit Austria AG".

Due to the collapse of the interbank business in the wake of the financial crisis in 2007/2008, Kommunalkredit threatened to become insolvent in autumn 2008 and the bank therefore had to seek state aid. On November 3, 2008, the Republic of Austria signed a purchase agreement to acquire the shares of the shareholders Österreichische Volksbanken-AG, Vienna, and Dexia Crédit Local, Paris. In autumn 2015, Kommunalkredit was privatized again.

Holdings

Kommunalkredit holds 90% of Kommunalkredit Public Consulting (KPC). KPC develops, implements and manages public funding programs in the environmental and energy sectors. In the 2018 financial year, it assessed more than 30,000 environmental and climate protection projects, which were based on an investment volume of EUR 2,332 million.

In the first half of 2018, Kommunalkredit created the structures and prerequisites for the establishment of funds for the investment of third-party funds in infrastructure and energy projects by founding the companies Fidelio KA Beteiligungs, Fidelio KA Advisory and Fidelio KA Infrastructure Opportunities Fund GP. In the third quarter of 2018, the first close for the first subfund “Fidelio KA Infrastructure Debt Fund Europe 1” was completed.

Kommunalnet E-Government Solutions GmbH (Kommunalnet), a 45% stake in Kommunalkredit, is an electronic work and information portal as well as a social network for Austrian municipalities. At the end of December 2018, Kommunalnet had 14,624 registered users from 2,055 Austrian municipalities and municipal associations. Kommunalnet thus has an extraordinarily high market share in the municipal sector of 96.0% and thus a unique position in the Austrian market.
