The Competence Centers for Self-Determined Living in North Rhine-Westphalia (KSL) was initiated by the Ministry of Labor, Health and Social Affairs of the State of North Rhine-Westphalia in 2016. This is a temporary project. The centers provide support in all questions relating to disabilities or impairments, or they can find the right contact person. The competence centers have the task of contributing to the implementation of the UN Disability Rights Convention in North Rhine-Westphalia. A competence center now operates in every administrative district of North Rhine-Westphalia . Locations are: Bielefeld, Dortmund, Düsseldorf, Cologne and Münster. A national competence center for people with sensory disabilities is based in Essen. The KSL have been set up by different project sponsors. The competence centers for self-determined living in Dortmund and Cologne were set up in 2011 as model projects. A central coordination point supports and networks the competence centers in NRW. The Rheinische Blindenfürsorgeverein 1886 in Düren is responsible for the coordination office.

Tasks of the KSL

The central task of the KSL is to promote social inclusion . The effectiveness of the work of the KSL within the meaning of the UN Disability Rights Convention is evaluated during the process. The Bochum Institute for Disability Studies (BODYS) carried out the evaluation. Each competence center is a regional and independent contact and advice center for people with disabilities and their relatives. The employees at KSL advise according to the self-determined living approach . It is essential that people with disabilities are advised by people with disabilities (“ peer counseling ”). The cooperation and networking structures of the KSL are available to both citizens and public administration with information and topic-specific events.

KSL target fields

The KSL

  • jointly develop suitable measures to implement self-determination nationwide (e.g. greater use of the personal budget ).
  • provide independent advice on all questions and topics related to disability and support people with disabilities on their way to a self-determined life. This is especially true for complex issues that require cross-service provider solutions.
  • provide information about current developments in disability policy in the context of the UN Disability Rights Convention .
  • offer a platform for all institutions and associations that deal with concepts such as inclusion and self-determination in order to bring about practical changes.
  • bundle the experiences of disabled people, hold specialist events and create information material for targeted awareness-raising and overcoming previously prevailing thought patterns.

The KSL in Essen has many special features. It advises all people with sensory disabilities in NRW. For example:

  • deaf people
  • People with hearing impairments
  • blind people
  • Visually impaired people
  • deaf-blind people. These are people who neither hear nor see.

There is also the coordination office of the Competence Centers for Self-Determined Living . The office is located in Gelsenkirchen, organizes the cooperation and helps the individual competence centers with the organization.

Financing the KSL

The six competence centers, the accompanying scientific research and the coordination office are financed by the European Social Fund and the state of North Rhine-Westphalia.
