Kulmiye ( Somali for "Solidarity"; full name Kulmiye Nabad, Midnimo iyo horumar , English Peace, Unity, and Development Party , German for "Peace, Unity and Development Party") is a political party in Somaliland, which is not recognized internationally . It was the larger of two opposition parties. After the election of its chairman Ahmed Mohammed Mahamoud Silanyo in the 2010 presidential election , it becomes the new ruling party.

Alignment

The party's chairman is Ahmed Mohammed Mahamoud Silanyo , a former leader of the rebel movement SNM , who held various ministerial posts in the Somaliland government under Mohammed Haji Ibrahim Egal . Several other party leaders are also war veterans of the SNM, who fought against the authoritarian Somali government under Siad Barre and for the independence of Somaliland. The Kulmiye party appeals to the patriotism of the electorate and is particularly concerned with women and young voters.

Like the other parties, Kulmiye is politically neutral and has members and supporters from all clans. Their election results indicate, however, that they received support in particular from the Habar Tol Jaʿlo and the Habar Awal (especially their subclan Saʿad Muse), two subclans of the Isaaq . Silanyo belongs to the Habar Tol Jaʿlo. The strongholds of the Kulmiye were initially mainly the regions of Sanaag and Togdheer , in which the Habar Tol Jaʿlo live, but the party was able to expand its base by introducing a quota system in its central and executive committee. It received a lot of support from women and also from some Islamic-religious leaders in the elections, although the party leadership is largely secular .

Kulmiye has been an observer for the Africa Liberal Network (ALN) since October 2012 .

Election results

In the local elections in Somaliland in 2002 , the party received 18.9% of the vote and was therefore permanently approved as the second largest party. In the 2003 presidential elections , Kulmiye candidate Silanyo received 42.07% of the vote and was very narrowly defeated by candidate Dahir Riyale Kahin of the ruling UDUB , who was elected with 42.08% of the vote. The difference was 80 votes, and the media had previously suspected that Kulmiye would win. After weeks of tension, however, Silanyo accepted the result for the sake of political stability.

In the 2005 parliamentary elections , Kulmiye got 34.1% of the vote and thus 28 out of 82 seats. It formed a coalition with the other opposition party, UCID (Justice and Development Party), which has a majority of 49 seats.

The 2010 presidential elections won Silanyo with 49.6% of the vote.

The Kulmiye's candidate, Muse Bihi Abdi , also won the 2017 presidential election with 55%.
