Ahmed Mohammed Mahamoud "Silanyo" (* 1936 in Burao ) is a politician in Somaliland, which is not recognized internationally . He was Minister in Somalia under Siad Barre and 1984-1990 chairman of the rebellious Somali National Movement that fought against the Barre regime. In 2002 he founded the Kulmiye party and became its chairman. In the 2010 presidential election , Silanyo was elected President of Somaliland for 2010-2017.

Life

Ahmed Mohammed Mahamoud Silanyo belongs to the Isaaq clan family , more precisely the Habar Tol Jaʿlo, who live in the Togdheer and Sanaag regions .

He graduated from the University of Manchester as an economist and also has a degree from the London School of Economics .

Under Siad Barre , Silanyo was Minister of Planning 1969–1973 and Minister of Commerce 1973–1978 and 1980–1982.

In 1984 Silanyo was elected chairman of the Fourth Congress of the Somali National Movement , which fought against Siad Barre as the Isaaq rebel movement in northern Somalia. The SNM now had civilian leadership. Silanyo also opened the organization to former officials of the Barre regime - whereupon some high-ranking government members such as Abd-ar-Rahman Ahmad Ali Tur turned away from Barre - as well as non-Isaaq, who however remained a small minority in the SNM. Tur succeeded Silanyo as SNM chairman at the SNM congress in the border town of Baligubadleh in April 1990 . At six, Silanyo had the longest tenure as chairman of the organization.

After Somaliland's declaration of independence in 1991, Silanyo held various ministerial posts under Mohammed Haji Ibrahim Egal .

After Egal's death in 2002, Silanyo founded the Kulmiye party to take part in the first multi-party elections, and became its chairman. Kulmiye was in the local elections in 2002 , the presidential elections in 2003 and the parliamentary elections in 2005 in each case the second strongest party behind the ruling UDUB and the larger of the two opposition parties. 2003 Silanyo had lost as a presidential candidate by 80 votes difference to Dahir Riyale Kahin of the UDUB; he initially challenged this result, but eventually accepted it for the sake of political stability.

The 2010 presidential election was won by Silanyo (with Abdirahman Saylici as vice-president) with 49.6% of the vote. He called the commitment to the recognition of Somaliland a priority and affirmed the good relations with Ethiopia . He also announced that his government would focus on developing the country. The elections, which would have been due in mid-2015, were postponed for two and a half years due to financial problems and the drought, but this was controversial. As a result , he did not run for the 2017 presidential election , and was succeeded by Muse Bihi Abdi .
