Presidential election in Somaliland 2010

The 2010 presidential elections in Somaliland were originally planned for 2008, but took place on June 26, 2010. In Somaliland , which declared itself independent from Somalia in 1991 and is not internationally recognized, the president was elected in a democratic election for the second time since the 2003 elections.

The election winner was Ahmed Mohammed Mahamoud Silanyo from the opposition Kulmiye party, with almost 50% of the vote , and the incumbent President Dahir Riyale Kahin ( UDUB ) was voted out of office.

Preparations

Dispute over election dates

The elections were originally scheduled for May 2008. That month, President Dahir Riyale Kahin's five-year term , measured by the date of his oath of office on May 15, 2003, expired . (Parts of the opposition already considered the term of office to have expired in April 2008, as the last presidential election was on April 14, 2003.) However, due to delays in registering voters, all three parties - the ruling party UDUB and the opposition parties Kulmiye and UCID - agreed to to postpone the presidential elections to August 31, 2008 and the local elections originally planned for December 2007 to June 2008.

In April 2008, the President prepared another postponement of the election dates and an extension of his term of office. The leader of the opposition party Kulmiye accused him of deliberately delaying the elections. On April 9, there was an explosion in the parliament building, where the council of elders was discussing the controversial bill. The government charged Kulmiye supporters of bombing. The following day the Council of Elders approved the extension of the term of office by one year and the postponement of the local elections to October. President Riyale approved a four-year extension to the council of elders in 2007.

After negotiations, the parties agreed in June 2008 to hold the presidential elections before the local elections and on April 6, 2009 at the latest.

For the first time, a large-scale voter registration was scheduled. This began in October 2008 in the Saaxil (Sahil) region and soon after also in Awdal . In the regional capital of Boorama there was an incident for as yet unexplained reasons in which the police shot into the crowd and killed one person. Clan elders from the Sool region , which is controversial between Somaliland and the Somali autonomous region of Puntland (see Somaliland-Puntland border dispute ), warned Somaliland authorities not to start voter registration in this region.

In March 2009, the Council of Elders approved a further extension of the President's term of office until October 2009 with 42 votes to 35. The National Electoral Commission set September 29, 2009 as the date. In late July, Dahir Riyale Kahin announced that due to computer problems, the elections would be held without using the voter register. This led to protests and demonstrations by the opposition. The election date was later postponed indefinitely. In April 2010 June of the same year was named.

The presidential election was held on June 26, 2010. The Islamist group al-Shabaab from Somalia had published threats in advance and condemned elections as a "diabolical principle". In the disputed Sool region, a local militia directed against Somaliland killed a representative of the electoral commission. However, attacks by al-Shabaab are said not to have occurred.

In parts of the disputed areas, the election was not held.

Results

According to initial results, Ahmed Mohammed Mahamoud Silanyo from the previous opposition party Kulmiye won the election with around 50 or 49.6% of the vote. The reigning Dahir Riyale Kahin of the UDUB scored 33% and announced that he would keep his promise that he would accept defeat. Faysal Ali Warabe from UCID came up with around 17%.
