Culture 2007–2013 is a multiannual EU culture funding program with the aim of promoting European cooperation in the field of culture. This is intended to strengthen the common European cultural heritage and promote European citizenship. The program started on January 1, 2007 and will end on December 31, 2013.

background

Article 167 of the Treaty on the Functioning of the European Union provides the legal basis for the cultural promotion program. Its aim is to promote cultural diversity and to put the European cultural heritage in the foreground. Previous programs were initially Raphael , Ariane and Kaleidoskop . These were replaced at the beginning of 2000 by the Culture 2000 funding program .

Funding groups and countries

The program supports cultural institutions, projects, public relations work and research in the EU member states and the EEA countries Liechtenstein, Norway and Iceland. In addition, cultural activities are supported in the EU candidate countries Croatia, Turkey and Macedonia, as well as in Serbia, Montenegro and Bosnia-Herzegovina.

The aim of the program is to promote cross-border, cultural cooperation projects from the European area in order to highlight the cultural diversity of Europe and to strengthen the common cultural heritage. Three specific objectives have been formulated for the program:

1. Supporting the cross-border mobility of people who work in the cultural sector

2. Support for the cross-border dissemination of cultural and artistic works and products

3. The promotion of intercultural dialogue .

Areas of Action

There are three strands of action in which the projects funded under this program can be supported: cultural projects, cultural institutions at European level and analysis and dissemination actions.

Support of cultural projects

The program supports cross-border projects in Europe to initiate and carry out cultural and artistic activities. The focus is on supporting participating organizations such as museums, research centers, universities, cultural institutes, etc. in their cooperation. There are three measures in the area of ​​funding for cultural projects:

1. Multi-year cooperation projects: Over a period of three to five years, at least six cultural actors from different countries work on a joint project, which is financially supported, especially in the initial and development phase.

2. Cooperation measures : For a maximum of two years, creative and innovative projects are funded, which must include cultural actors from at least three different countries.

3. Special measures : The projects funded here must be broad and symbolic. Projects of this kind must "meet with a great response from the citizens of Europe and help to raise awareness of the understanding of cultural diversity and the feeling of belonging to the same community" ( EACEA : The Portal of the European Union) such as the European Capitals of Culture campaign .

Support of cultural institutions

This measure supports cultural institutions that are or want to be active at European level and thereby promote exchange with other institutions of this type in Europe. These include ambassadors, networks of interest groups and platforms for structured dialogue.

Support of analysis and dissemination actions

In this area of ​​action, cooperation projects are funded which run between one and two years and in which at least three institutions from different countries participate. Support is given to institutions that deal with the evaluation or assessment of the influence of cultural policy on various levels in the European area.

Funding

A total of 400 million euros are available for the entire project period.
