Cultural value mark

The Kulturwertmark is a variant of the Kulturflatrate proposed by the Chaos Computer Club .

The basic idea is based on the "culture flat rate with manual distribution", in which the income from the culture flat rate is not distributed by a central authority or collecting society, but each user can distribute the contribution to the culture flat rate to the artists of their choice. In return, the free exchange and reproduction of works protected by copyright - in particular via Internet exchange platforms - should be legalized. An independent foundation to be set up for this purpose is to take over the organization and administration of the Kulturwertmark system.

Technical procedure

As with the culture flat rate , a compulsory fee should be levied on every internet connection (according to the CCC, € 5 per month with over 25 million internet connections in Germany would currently provide € 1.5 billion per year for the Kulturwertmark system) or the money for the Kulturwertmark can even be collected directly as a tax from every citizen in the long term .

If an artist wants to participate in the Kulturwertmark system, he registers his works with the foundation and also stores a DRM- free copy of it there. Then each plant is assigned a unique identification number.

The users are now paid the monthly collected money in the form of so-called cultural value marks (based on the word value mark ), which they can then distribute to any artist according to their personal taste using the identification numbers.

The allocation of the Kulturwertmark to an artist should be done completely anonymously by using the digital coin model by David Chaum for the Kulturwertmark . Each coin receives a unique ID when it is issued to the user in order to exclude multiple payments with the same coin, but this remains unknown to the central issuing authority through the use of Chaum's system of so-called "blind signatures".

All cultural value marks that have not been assigned to an artist by the end of a quarter are then forcibly distributed according to the ratio of the previous quarterly income of the artists from the cultural value mark system (similar to the case of non-voters, basically for the percentage of seats in the election result of the active voters).

Additional aspects

  • In addition to the culture flat rate aspect, the concept of the CCC provides that an artist loses the rights to his work and this is placed under a Creative Commons license as soon as he has earned a certain amount of money with it via the Kulturwertmark system or for a certain period of time (for example 5 years) was registered with the Kulturwertmark-System.
  • In addition, consideration is being given to limiting the percentage of money that citizens can spend on a particular art movement, artist or work in order to "prevent" a concentration of payments to the usual mainstream big names.
  • It is also planned that one can acquire additional cultural value marks on a voluntary basis independently of the monthly compulsory levies.

The Kulturwertmark has already been taken up by the SPD in a small request to the federal government and by the DIE LINKE party in an application to modernize copyright law. Federal Justice Minister Sabine Leutheusser-Schnarrenberger ( FDP ), on the other hand, spoke out against the Kulturwertmark at DRadio Wissen .
