In 1997 the center of Willemstad, the districts of Otrabanda and Punda , were named a World Heritage Site by UNESCO . A little later, the Dutch entrepreneur JG Dekker acquired parts of the poor Otrabanda, restored them and converted them into a five-star hotel.
