The State Office Director is the highest civil servant in an Austrian federal state .
According to Art. 106 of the Federal Constitutional Law (B-VG), he must be a legally qualified employee and is appointed by the respective state government to head the internal service of the office of the state government . As the highest civil servant of the federal state, he has to ensure the uniform and regulated course of business in all branches of the state administration and acts as an auxiliary body of the state governor in matters of the indirect federal administration, which is incumbent on the state governor according to the federal constitution . The state office director therefore takes part in all sessions of the state parliament and the state government, admittedly without a vote, but can be consulted by the state government at any time.
