The Laos-Vietnam Railway , also Vientiane – Vung Ang Railway or A3 Rail Project 'Railway Project A3' , is a planned railway line , the Vientiane , the capital of Laos over the Mu-Gia-Pass with the port Vung Ang in the province Hà Tĩnh of Vietnam is supposed to connect.

The Vientiane – Vung Ang line would not only connect the capital Vientiane with a seaport, but also connect the China-Laos Railway to this seaport. In 2015, a feasibility study was started, which was supported with 3 million US dollars by the Korea International Cooperation Agency (KOICA). Laotian, Vietnamese and South Korean experts conducted the study and completed it in late 2017. She concluded that the railroad was a viable project and that the project was worth pursuing. The planned route is 554.72 km long, 102.7 km of which will be on Vietnamese soil. The study recommends building the line for a maximum speed of 150 km / h. Construction costs of US $ 5.062 billion are expected, of which the Vietnamese part is said to amount to US $ 1.5 billion, which would be borne by the national budget of Vietnam. South Korea proposes a public-private partnership (PPP) for the implementation of the project.

Even before the feasibility study was completed, the governments of Laos and Vietnam signed a letter of intent to build the railway line in April 2017 . The act took place during the visit of the Vietnamese Prime Minister Nguyễn Xuân Phúc to Laos. The financing of the railway line has not yet been clarified. It is part of a framework agreement between the two countries that will run until 2030, which will also include the construction of the Vientiane-Hanoi expressway . This motorway is intended to connect the capitals of both countries.

The Laos-Vietnam Railway is part of a government project of Laos to build six new railway lines to give the landlocked country better access to world trade.
