The leading company referred to in several European countries an operation that is distinguished by special services or tasks from other companies and / or projects. This distinction is expressed in the areas of industry, training, tourism and ecology.

In the training manual (2001), the authors use the designation lead company in connection with the description of cooperative training, whereby in the training association with lead company, overall training is to take place, which this lead company is to organize and be responsible for. This is intended to relieve the companies in these areas of responsibility (see also joint training ).

In one publication, Reiner Buchegger used the designation leading company as an efficient and outstanding company in the sense of a leading role model for other companies in his environment. Companies that embody a general leading role model function are also named as leading companies. However, this can also be understood as production-related services and / or products.

In the dictionary of contemporary German it is claimed that the leading company was shaped in the GDR . The Duden even adopted this interpretation with an example from the GDR dictionary. This interpretation applies to a particular organizational form of the structure of the industry in the GDR, but not to a general description of the structure of an industry. For Friedrich von Gottl-Ottlilienfeld used the term " Leitbetrieb" as early as 1939 in his work Economic Policy and Theory for companies that stand out from other companies because of their special characteristics in their social organization.

In Austria, the term leading company in tourism or in the economy is generally used to denote an outstanding company in terms of its services.

In Switzerland, as in Germany, a special company is also called a lead company (or lead organization) during training.

The Leitbetriebe Austria initiative awards a certificate to companies that are the driving force in their region, market or industry, manage sustainably and, in addition to a strong market or customer orientation, also significantly involve employees, the environment and society in corporate management. The Leitbetriebe Austria Institute , a foundation of Leitbetriebe Austria in partnership with the St. Pölten University of Applied Sciences , has set itself the goal of systematizing and disseminating this form of sustainable management on the basis of the award-winning companies, in order to particularly benefit medium-sized businesses in their competition - and to strengthen future viability.

Leitbetrieb Österreich is a cross-sector network of companies in Austria corresponding to Leitbetrieb Deutschland in Germany. Service-oriented companies can register for the award of the Leitbetrieb Österreich Siegel. The business network has set itself the goal of recognizing company-specific service quality (e.g. customer orientation, market-specific importance of the company for a region). The award of the seal is regional and industry-specific. As a business network, it also offers members a platform for networking.

There is a similar award in Austria, where the national coat of arms is awarded as a state award . The use of the name Austria and the corresponding emblems is also subject to the express consent of the Republic.

GDR

When the industry was reformed in the GDR in 1958. In certain branches of industry, a few large firms were appointed lead firms. These lead companies should be a lead function for other companies that produce the same or similar products. This function did not only refer to the material conditions of production, it was also supposed to be linked to a kind of company propaganda.

The lead companies did not have any special management skills compared to other companies. They were subordinate to the Associations of Nationally Owned Enterprises (VVB) and the then existing district economic councils .

For the first time, the position of a leading company was regulated in more detail in the ordinance on cooperation communities of March 12, 1970 (Journal of Laws II, 1970 No. 39, p. 287) (KoopGemVO) for certain economic communities. There was a similar regulation without mentioning the name Leitbetrieb in the 3rd Implementation Regulation (DB) for the Trademark Act - Formation and Activity of Trademark Associations of March 1, 1971 (Journal of Laws of II, 1971 No. 33, p.269) and the Ordinance on Education and activities of export offices of June 2, 1971 (Journal of Laws of II, 1971 No. 52, p. 433) (ExportkontorVO).

A comprehensive regulation of the leading enterprise in the industry of the VVB and the state- owned enterprises (VEB) was in 1973 in the ordinance on the tasks, rights and obligations of the state-owned enterprises, combines and VVB of March 28, 1973 (Journal of Laws of I 1973 No. 15, P. 129) (VEB / VVB-VO)

According to § 40 (4) and (5) of the VEB / VVB-VO, a general director of a VVB had the authority to determine a lead company from the VVB. If it was a company that was active in the same product group work but did not belong to the VVB, this company had to give its consent to be appointed as a lead company. Only those companies should be selected as lead companies that could also meet the special requirements.

The general director of the VVB was authorized to issue instructions to the management company in the form of tasks, insofar as they concerned the product group . The lead company was obliged to submit a legal report to the General Director of VVB about the solution to these tasks.

However, being designated as a lead company was often associated with special burdens that the company as a pure production company would not otherwise have to bear. Because the general director of the VVB had within a certain framework the right to impose duties and rights on the lead company in the industrial organization of the product group work. In addition, there could be obligations to take on special tasks in planning and accounting in the product group work. On the other hand, however, the lead company had no authority to issue instructions to other companies in the responsible product group.
