In the state structure of the GDR , the district councils were the executive organs of the respective district days ( legislature ) in the 14 districts of the GDR . In addition, the capital city magistrate of Berlin, as an organ of the city ​​council of East Berlin, was on an equal footing with a council of the district and equal in its tasks, rights and obligations.

The councils of the districts thus formed the middle state administrative level of the GDR. However, since they were the direct executive body of their respective district assembly , a comparison with a current regional council or a state administrative office is only conditionally appropriate.

Principles

As a collective body, a council of the district decided within the legally prescribed framework on the issues of its administrative area, i.e. the respective district, insofar as these were not subject to the exclusive competence of its legislative body (district council). He prepared the decisions of the district assembly by introducing decision papers into these.

In accordance with the centralistic principle of dual subordination that applied in the GDR , the councils of the districts or their specialist bodies were bound by instructions to the Council of Ministers of the GDR or the respective specialist ministries , as were the councils of the districts and the councils of the independent cities in the district were subordinate.

Last but not least, the work of each council in the district (and thus in turn that of the district assembly) was largely dictated by the responsible district leadership of the SED .

The tasks and the working methods of the councils of the districts were last regulated in the law on the local people's representatives of 1985 , Chapter II, §§ 9-12, their responsibilities in Chapter IV, §§ 21-38. They ranged from territorial political, social and cultural administrative tasks to budgetary and financial management and economic management measures through to domestic political obligations.

The members of the council were elected by the district assembly from among its members. The council members (apart from the chairman, his first deputy and the secretary of the council) were also the heads of the specialist departments of the council of the district.

Subordinate institutions of the council included the office for architecture-related art, the office of the district architect, the office for social hygiene, the district cabinet for health education, the district cabinet for cultural work, the state environmental inspection.

With the introduction of the NÖSPL in 1964, the District Economic Council was replaced as a separate body by the District Council. He was responsible for the planning and management of the district-run industry of all forms of ownership. According to the principle of double subordination, he was also subordinate to the Ministry of District Industry and Food Industry.
