Günter Springer (political scientist)

Günter Springer (born April 15, 1922 in Berlin ; † September 26, 2013 in Leipzig ) was a German politician and political scientist.

Life

The son of a self-employed master blacksmith learned the trade of a book printer from 1937 to 1940 . From April 1940 to May 1945 he did military service in the Wehrmacht . His last rank was a non-commissioned officer.

After the end of the Second World War , he initially worked as a laborer in a forge in Beeskow , which was run by his father. In August 1945 he became a member of the KPD , from October 1945 he worked as a clerk for the trade office and the district coal office in the Beeskow district office, and from November 1945 he also took over the management of the youth department. In December 1945 he became head of the anti-fascist district youth committee Beeskow-Storkow. In March 1946 he became district youth leader of the FDJ of the Beeskow-Storkow district and in April 1946 a member of the SED . In October 1946 he was elected a member of the district council and city councilor for the city of Beeskow. In 1947 he became head of the information service of the district office and responsible editor of the Beeskower district news . In 1949 he took part in a 4-month course at the German Administration Academy Forst Zinna and was appointed head of a special control commission of the state government of Brandenburg . Then he was personal advisor to the Minister of the Interior of Brandenburg and in October 1949 District Councilor for Interior and Deputy District Administrator Beeskow-Storkow. In May 1950 he became acting district administrator and in March 1951 district administrator of the Senftenberg district . This was followed in July 1951 by the office of ministerial director and head of the main department for the collection and purchase of agricultural products in the state government of Brandenburg. In August 1952 he became secretary of the Frankfurt / Oder district council . After distance learning at the Academy for Political Science and Law , Springer became a graduate political scientist in 1954. From May 1955 to November 1956 he was acting chairman and then until June 1960 chairman of the council of the Frankfurt (Oder) district .

Scientific career

In August 1960 he was appointed director of the Institute for Administrative Organization and Office Technology in Leipzig. In July 1968, the dissertation was defended at the law faculty of the Martin Luther University Halle-Wittenberg as a doctor of law. In 1971 he was awarded the "faculta docendi", the appointment as honorary professor for socialist administrative organization at the Academy for State and Law of the GDR, then in April 1979 the appointment as full professor. In December 1980, at his own request, he was relieved of his position as director of the Institute for Administrative Organization (Leipzig) at the Academy for State u. Law, at the same time early retirement for health reasons. Springer had been retired since January 1981.

In October 1980 he was awarded the Silver Patriotic Order of Merit .
