The Lotto and Toto Association of Acceptance Point Owners in North Rhine-Westphalia e. V. (LTV NRW) represents the interests of the state lottery and football pools in the state of North Rhine-Westphalia . As an employers', business and interest association, it represents the interests of the acceptance points towards municipalities, the state government of North Rhine-Westphalia and the provider of gaming in North Rhine-Westphalia, Westdeutsche Lotterie GmbH & Co. oHG (WestLotto) based in Münster . Tobias Buller-Langhorst LL.M. is the managing director, Heike Juckenack is the chairwoman.

About the association

Founded in 1956 in Düsseldorf by the first collection points, the association's headquarters in Münster has been in office and staff sharing with the Handelsverband NRW Westfalen-Münsterland e. V. , in close proximity to WestLotto. The organs of the association are the general assembly and the board. With the exception of the management, the other members of the Board of Management work on a voluntary basis and each have a collection point who work for WestLotto as part of their activity as commercial agents within the meaning of the German Commercial Code .

As the leading association in the sector, the association works on various topics for the North Rhine-Westphalia area.

Legal proceedings for changes in fees

Since October 2014, special attention has been paid to the subject of official approval fees following a drastic increase in the fees to be paid by the acceptance points. The topic seemed so important to the finance minister of North Rhine-Westphalia, Norbert Walter-Borjans , that he invited the management of the association to a personal meeting in June 2015. WestLotto is a subsidiary of NRW.Bank, which in turn is wholly owned by the state of North Rhine-Westphalia.

The matter has been resolved by a court. The Münster District Court had dismissed the action in the first instance. The appeal had been pending at the Münster Regional Court since April 3, 2017 under file number 03 S 45/17. After a surprising turnaround in May 2018, WestLotto took over the official approval fees retrospectively since the fee increase in October 2014. The appeal to the regional court was then withdrawn.
