The West German lottery GmbH & Co. OHG (short: WestLotto ), headquartered in Münster in Westphalia is the lottery company in the country North Rhine-Westphalia . As a subsidiary of NRW.Bank and Nordwestlotto in Nordrhein-Westfalen GmbH, it carries out games of chance in the aforementioned federal state on behalf of the state. It is also a member of the German Lotto and Totoblock at national level and of the European Lotteries (EL) and World Lottery Association (WLA) at international level.

Around 350 people are employed at the company headquarters in Münster. In addition, the Westdeutsche Lotterie maintains 19 districts within North Rhine-Westphalia, which look after the network of sales outlets consisting of around 3,500 sales outlets. For the 2016 financial year, the company generated sales of 1.69 billion euros, as 656.5 million euros in levies, lottery and sports betting taxes for the common good and the state budget.

The West German Lottery is one of the initiators of the Eurojackpot lottery, of which Andreas Kötter has been chairman since 2016.

history

The West German Lottery was founded in 1955 as the Northwest Lottery in the Northwest German Class Lottery as a joint lottery of the states of Hamburg , Schleswig-Holstein and North Rhine-Westphalia. It had two branches in Cologne for the Rhineland and Münster for the Westphalian part of the country. Together with the State Lottery Administration of the Free State of Bavaria , the drawing in the “6 out of 49” system took place for the first time in the same year, on October 9, 1955.

In 1957, the Northwest German Class Lottery was separated from the association and the West German Lottery became a subsidiary of WestLB and NRW.Bank after the spin-off from WestLB on August 1, 2002. The two state branches were retained. At the same time, the lottery took over the business and sales network of Westdeutsche Fußball Toto GmbH.

In 1982 the name was changed from Nordwestlotto to Westdeutsche Lotterie with a simultaneous change of the legal form to an open trading company . In 1991 the office in Cologne was closed and in Münster it was merged with the previous office that was exclusively responsible for Westphalia.

In September 2016, the West German Lottery took part in the art and cultural event Schauraum 2016 in Münster. On October 2, 2016, the West German Lottery held its own in-house exhibition in Essen for the first time.

criticism

In May 2014, Westlotto parted ways with their big winners advisor. The magazine Der Spiegel revealed that this West Lotto advisor worked closely with the private bank Merck Finck & Co in looking after big lottery winners. The West Lotto consultant, for example, visited winners accompanied by a director of Merck Finck & Co, a college friend. The employees of Merck Finck & Co and Westlotto sometimes appeared together when the winnings were announced, or a joint appointment even took place in a Merck Finck & Co branch. The lottery winners were advised to put their winnings in investment forms such as ship funds and open-ended real estate funds without informing them of the risk of loss. Westlotto denies that their profit advisor had any financial advantage from the referrals.

In April 2014, Merck Finck & Co was convicted of providing incorrect advice to West Lotto winners in one case. A couple had won more than 6 million euros at Westlotto and invested it with Merck Finck & Co. The bank convinced the couple to invest in so-called closed funds, which turned out to be unsafe, so that the couple lost a large part of the lottery winnings. The Münster district court found that the advice was wrong and ordered the bank to pay the couple 510,000 euros plus interest. The lawyers of this damaged the couple had the NRW - Interior Ministry turned on as the supervisory authority WestLotto. As recently as March 2014, there were “no clues that require intervention by the gaming supervisory authority”. In May 2014, Westlotto turned on the Münster public prosecutor's office to investigate the events. In addition, Westlotto hired a law firm to investigate the collaboration between its advisor and Merck Finck & Co.

Westlotto changed the winners support to the allegations also from the public prosecutor in Münster. The investigation by the law firm Freshfields Bruckhaus Deringer found no evidence of a payment of commissions or the involvement of Westlotto employees in investment advice from Merck Finck & Co. The advisor for big winners had received invitations to football matches for the mediation of winners and was from the Get a gift from a private bank. The counselor was fired. In order to avoid disputes in advising large winners by banks, it was decided to advise the winners only in the Westlotto premises and according to the four-eyes principle. From 2002 to 2013, the advisor for big winners recommended opening an account with Merck Finck & Co. Before 2002, Westlotto recommended opening an account with WestLB's parent company at the time. In June 2013, recommendations for opening an account at Merck Finck & Co were discontinued. Freshfields Bruckhaus Deringer was commissioned to create a new compliance concept for Westlotto.
