Louise Fréchette OC (born July 16, 1946 in Montreal ) is a Canadian politician and diplomat . From 1998 to 2006 she was Deputy Secretary General of the United Nations .

She studied history in Montreal. At the College of Europe in Bruges , they also earned a diploma in economics. In 1971 Fréchette went into the diplomatic service. From 1973 she worked in the Canadian embassy in Athens . In 1975 she moved to the Western Europe Department of the Canadian Foreign Ministry. In 1979 she came to Geneva as an advisor to the Permanent Mission of Canada to the United Nations. In 1982 she became Head of European Affairs at the Canadian Department of Foreign Affairs. From 1982 to 1983 she was deputy head of the trade policy department. In 1985 she became an ambassador to Argentinasent. In 1988 she became Vice Minister for Latin America and the Caribbean and in 1991 Vice Minister for Economy and Trade. From 1992 she was head of administration of the UN peacekeeping forces and envoy of the United Nations. She became Canada's Vice Minister of Finance in 1994 and Vice Minister of Defense in 1995. Kofi Annan appointed Louise Fréchette as his deputy in January 1998. In 2006, she resigned from her post as Deputy Secretary-General, as she was heavily criticized by the United States for the oil-for-food program .
