Ludwig Kotter (* 1929 ) is a German local politician of the CSU . From 1966 to 2008 he was a member of the Augsburg city ​​council without interruption .

From 1966 to 1972 and from 1978 to 1996 he was the professional second mayor and thus successively a representative of a total of three mayors of Augsburg. With a term of office of a total of 24 years, he is one of the Germany-wide record holders as deputy mayor. He tried to gain the office of Lord Mayor in 1970 and 1972. He narrowly failed with over 49 percent of the vote against the opposing candidates of the SPD, Wolfgang Pepper and Hans Breuer .

During his tenure as Augsburg's second mayor, Kotter took over the management of the cultural department after a brief interlude as an economic consultant and was able to implement important cultural projects for Augsburg in over 20 years, such as the renovation of the Kurhaus by Jean Keller , the modernization of the Augsburg theater , the furnishing of the Kulturhaus Abraxas as well as the further development of the Augsburg museum landscape.

Ludwig Kotter holds a doctorate in natural science. Before entering local politics, he worked as a high school teacher and was a member of the Swabian district assembly . In the 2008 local elections, he decided not to run again as Augsburg city councilor. Kotter is a member of the Catholic student union K.St.V. Ludovicia Augsburg.
