The Mexican nature park Maderas del Carmen and the Canon de Santa Elena were declared a national park on November 7, 1994 by the Mexican President Carlos Salinas de Gortari .

When the Big Bend National Park in the USA was established in 1935, there were efforts by individuals and organizations in Mexico to protect the area of ​​the Santa Elena Canyon in Chihuahua and the Sierra del Carmen , which lie opposite Big Bend Park on the Rio Grande . But different views, cultural differences and political and economic interests in Mexico prevented the creation of this protected area. This changed in the 1990s with the idea of ​​creating an international peace park . This was designed in a similar way to the US model of nature conservation and was to become a so-called sister park or bi-national park . Each country should continue to pursue and cooperate with its own management plan to protect its ecosystems.

The park rangers cooperate, but a border crossing over the Rio Grande, which forms the state border through the parks, is not possible for visitors.
