Madické Niang (born September 25, 1953 in Saint-Louis ) is a Senegalese politician .

biography

After obtaining the university entrance qualification ( Baccalauréat ), Madické Niang studied law and graduated with a master’s degree . After his admission ( Certificat d'aptitude à la profession d'avocat ) he worked as a lawyer. As such, he was a member of the International Federation of Human Rights for human rights . He later became director of the Authority for the Admission of Lawyers (CARPA). As a lawyer, he also represented Hissène Habré , who had found asylum in Senegal after his overthrow as President of Chad in 1990 , and against whom Belgium had issued an international arrest warrant in 2005 after being charged with human rights violations .

After Abdoulaye Wade's victory in the presidential election, Niang became special adviser to the president in 2000. In 2006, President Wade appointed him to the government as Minister for Mining, Industry and Small and Medium-Sized Enterprises.

As part of a cabinet reshuffle, he was appointed Minister of State, Keeper of the Seal (Garde de Sceaux) and Minister of Justice on April 1, 2008, in the middle of the proceedings against his client Habré. Senegal had asked the international community for financial support to carry out the trial against Habré. In return, this required a clear procedural strategy under a strict schedule and the appointment of a coordinator for administration and finances. A new law was also passed allowing the country's judiciary to prosecute genocide, crimes against humanity and acts of torture, even if the crimes were committed abroad. There was also a need for a constitutional amendment for an exception to the non-retroactivity of criminal laws in cases of genocide, war crimes and crimes against humanity. With this state of affairs, Niang, until then coordinator of Habré's legal team, suddenly became Minister of Justice and coordinator of the proceedings against his previous client, and in May 2008 he endowed it with a budget of US $ 43 million. During his (short) term in office, the process did not go well.

In a cabinet reshuffle on October 1, 2009, Madické Niang moved to the office of foreign minister.
