Malta Song for Europe 1991 (abbreviation: MSFE 1991 ) was the Maltese preliminary decision for the Eurovision Song Contest 1991 , which took place in Rome ( Italy ) after Toto Cutugno won the Eurovision Song Contest the previous year with her song Insieme: 1992 . The competition was won by Paul Giordimaina and Georgina with the song Could it be . The competition was also known as Festival tal-Kanzunetta Maltija għall-Ewropa 1991 .

A total of 24 entries were selected by an expert jury to take part in the two semi-finals, which took place on March 20 and 21, 1991 in the Mediterranean Conference Center . Here the jury selected the 12 finalists with 100% of the votes, who entered on March 23rd to represent Malta again in the Eurovision Song Contest after 15 years without participation.
All songs were performed in both English and Maltese in the semi-finals and in the final , but the English version of the winning title was chosen to represent Malta in the Eurovision Song Contest. Before 1999, singing in English was only allowed in participating countries that had English as their official language, including Malta.
