Manila Agreement between the Philippines , the Malaya Federation and Indonesia over Sabah ( North Borneo ) and Sarawak issues

The Manila Agreement was signed on July 31, 1963 at the initiative of Diosdado Macapagal by the Malaya Federation , the Republic of Indonesia and the Republic of the Philippines , after a meeting in Manila from June 7-11, 1963.

These three countries have agreed that they will comply with the wishes of the peoples of Sabah ( North Borneo ) and Sarawak , insofar as this is compatible with the provisions of Resolution 1541 (XV) of the UN General Assembly. In the opinion of the UN Secretary-General, this agreement was necessary to ensure full compliance with the principle of self-determination (Principle 9) through a new approach. The agreement was intended to ensure that free elections could be held in Sabah and Sarawak.

The agreement includes several Manila declarations between the Republic of the Philippines, the Federation of Malaya and the Republic of Indonesia as well as a Joint Declaration (Joint Statement) of these three states.
