Mario Gattiker

Mario Gattiker (born September 28, 1956 in Bern ) is a Swiss lawyer . Since 2015 he has been State Secretary of the State Secretariat for Migration SEM .

Career

Gattiker completed his law studies at the University of Bern in 1983 (lic.iur). As one of the first asylum law lawyers, he worked in the legal advice center for asylum seekers and refugees in Bern from May 1985. On May 1, 1990, he took over the management of the legal service of Caritas Switzerland in Lucerne. From 1994 to 2009 he was a lecturer for migration law at the University of Social Work in Lucerne. Between 1995 and 2001 he was a member of the Council of Europe's Committee of Experts on issues relating to the rights of refugees and stateless persons. He wrote scientific publications on asylum and immigration law as well as international refugee law in national and international journals.

On May 1, 2001, Gattiker moved to the Swiss Federal Administration as senior secretary of the then Federal Commission for Foreigners . In 2003 Gattiker became Deputy Director of the Federal Office for Foreigners' Issues and, from 2005, Deputy Director of the newly created Federal Office for Migration FOM. On December 1, 2010, he was appointed Deputy Director of the FOM by the Federal Council . In November 2011 he took over the management of the Federal Office, initially ad interim and as of January 1, 2012 as director. On January 1, 2015, Gattiker was appointed State Secretary by the Federal Council and has since headed the State Secretariat for Migration SEM, which emerged from the FOM. In his capacity as director of the federal authority, as well as co-chair of the working group of the federal government, cantons and municipalities for the restructuring of the asylum area AGNA, he was largely responsible for the conception and implementation work on the comprehensive asylum reform to accelerate the asylum procedure . This has been in force since March 1, 2019.

From 2001 onwards, Gattiker built up integration funding for foreigners at the federal level. Between 2009 and 2016, Gattiker headed the Swiss delegation to the Swiss-EU Joint Committee in the area of implementation of the Switzerland-EU Free Movement of Persons Agreement. After the adoption of the popular initiative “ Against mass immigration ” on February 9, 2014, he was in charge of domestic implementation work and consulted with the EU on the free movement of people.

In 2015 and 2016, Gattiker led the Conference of the Directors General of the European countries GDISC responsible for migration issues during the chairmanship of Switzerland. In addition, Gattiker represents Switzerland in the International Center for Migration Policy Development ICMPD steering group, in the position of chairman in 2020.

Mario Gattiker is married and has four grown sons.
