Market master data register

The market master data register ( MaStR ) is an official register of all systems and units in the German energy system. It is managed by the Federal Network Agency (BNetzA).

Purpose, legal basis

The market master data register combines several, previously separately managed compilations of energy facilities in a common register. This includes the power plant list, the system register and the PV registration portal. This is intended to increase data quality. Many official reporting obligations can be standardized, simplified or completely eliminated through the central registration. What is new is that storage systems for electrical energy (e.g. so-called PV storage systems) must also be reported.

In the market master data register, a distinction is made between units and systems. Units are stationary

Systems consist of several units.

Units of solar systems that are put into operation at the same time by the same operator at the same location are to be registered as one unit.

After registration, market players, units and systems receive a so-called MaStR number. These numbers consist of

  • a three-letter prefix identifying the market function,
  • a version number (starting with "9"),
  • ten randomly generated digits and
  • a final check digit.

In the case of market players, two “speaking” letters can be added as suffixes to delimit the market roles.

  • Electricity network operator (SNB) in its market role as connection network operator (AN): SNB 9 0123456789 8 AN
  • Actor in the gas market (AGM) in its market role as a transport customer (TK): AGM 9 9876543210 8 TK
  • EEG system: EEG 9 1928376452 6

Registration requirement

Market players are obliged to register in the market master data register. Market players are:

  1. Operators of units
  2. Operators of organized energy marketplaces
  3. Balancing group manager
  4. Meter operator
  5. Network operators, including operators of closed distribution networks
  6. Persons who are registered with the Federal Network Agency in accordance with Article 9 of EU Regulation 1227/2011 on the integrity and transparency of the energy wholesale market
  7. People who register projects
  8. Electricity suppliers who deliver electricity using an energy supply network
  9. Shippers .

Operators are required to register their units. For electricity consumption units and gas consumption units there is only an obligation to register if they are connected to the high and maximum voltage network or to the gas transmission network. Units and systems must be entered in the market master data register within one month of their commissioning. The entry in the market master data register is one of the requirements for operators of renewable energy plants , payments under the Renewable Energy Act to obtain.

The register is designed so that authorities can access an overview of energy systems in order to carry out their tasks. In addition, it can also be used by anyone free of charge.

After entering all market players, systems and units, the Federal Network Agency expects around 2 million data records.

Transitional rules

The market master data register went into operation on January 31, 2019. Operators of existing systems are obliged to register their systems and units. Operators of existing systems that were put into operation by June 30, 2017 have two years to register after January 31, 2019 of the market master data register. Operators of existing systems that were put into operation between July 1, 2017 and January 31, 2019 have 6 months from January 31, 2019 for the registration.
