The Federal Agency for Agriculture and Food ( BLE ) is the central implementation authority for agriculture and food in the Federal Republic of Germany. It is a federally legally competent public-law institution with employer status in the business area of ​​the Federal Ministry of Food and Agriculture . history

It was founded on January 1, 1995 by merging the Federal Agency for Agricultural Market Regulation and the Federal Office for Food and Forests. The central office for agricultural documentation and information was integrated in 2007 and the aid infodienst in 2017. Until 2005, the BLE was based in Frankfurt am Main. Then she moved to the former US embassy in Bonn-Mehlem.

Agriculture

In the agricultural sector, the BLE has numerous tasks in the market organization, as a project management agency and as an information service provider.

The BLE is the market organization in the area of ​​EU agricultural market and foreign trade regulations. In particular, it is responsible for the intervention of goods, private storage and aid measures. As a licensing authority for the cross-border movement of goods and services with food, agriculture and forestry products, the BLE issues import and export licenses. The BLE has set up reporting procedures for market observation and reporting for companies in the fat, grain, starch, animal feed, dairy and sugar industries.

As the project sponsor (ptble), the BLE ensures the proper implementation and technical support of research, innovation, model and demonstration projects as well as decision support projects in the field of agriculture that are financed by the BMEL. At the international level, the BLE supports the BMEL in general questions of international cooperation and global nutrition and performs tasks in the field of EU research coordination.

The BLE is also responsible for the procurement, storage, control and regular exchange of the federal grain reserve and the civil emergency reserve .

The Federal Information Center for Agriculture (BZL) in the BLE is the information service provider for the topics of agriculture, forestry, fishing, horticulture, special crops as well as beekeeping and their products. It informs

  • practical knowledge of new research findings, legal changes and current developments,
  • Consumers about today's agriculture and ways to support sustainable agriculture,
  • Institutions and associations about current data and figures from agriculture.

The Information and Coordination Center for Biological Diversity operates the Central Documentation of Animal Genetic Resources in Germany . a. the breeding animal populations in Germany are recorded and documented.

Diet and Groceries

In the area of ​​nutrition and food, the BLE carries out control measures, information and education tasks as well as project management tasks.

The BLE monitors compliance with marketing standards and labeling regulations and carries out special conformity checks. The BLE is also active in the approval of labeling systems and in the registration and control of protected designations of origin (Guaranteed Traditional Specialties).

As a project sponsor on behalf of the BMEL, the BLE supports and oversees national and international research, innovation and decision support projects as well as educational measures in the field of nutrition and food. In addition, measures under the national initiative for healthy eating and more exercise IN FORM are supervised.

The Federal Center for Nutrition (BZfE) in the BLE provides information about food, nutrition in various situations and sustainable consumption. It creates transparency about the product and process quality of food and helps to strengthen skills in dealing with food. The information products of the BZfE are aimed on the one hand at consumers and on the other hand at multipliers from the health sector. The BZfE started its work on February 1, 2017 with around 50 employees.

Rural development

Maintaining rural areas as economically, ecologically and socially viable and attractive habitats is an important concern of the BMEL and the European Union. Against this background, the BLE is also active in the development of rural areas.

With the German Networking Agency for Rural Areas (DVS) and the Competence Center for Rural Development, the goals of rural development policy are implemented and further developed on both the federal and the EU side. DVS is primarily responsible for information and networking tasks on the subject of rural areas, while the Competence Center for Rural Development, as the project sponsor, oversees various funding programs to support rural areas.

Forest and wood

According to the Timber Trade Security Act, the BLE is responsible for checking permits for legally felled timber. In addition, the BLE performs the tasks of the Forest Reproductive Material Act, such as keeping the register of approved raw material and the list of forest seed and forest plant operations.

In addition, the BLE is responsible for projects funded by the Forest Climate Fund , which deal with the development of the CO 2 reduction, energy and substitution potential of forests and wood as well as the adaptation of German forests to climate change.

In the field of fishing , the BLE ensures compliance with legal regulations. It manages the national catch quotas in coordination with the authorities of other EU member states and is responsible for national fisheries protection . The BLE manages three fisheries protection boats and three fisheries research vessels .

Climate and energy

The office of the federal program for the promotion of measures to increase energy efficiency in agriculture and horticulture is located in the BLE. The aim of the program is to set investment incentives and to introduce new energy-efficient technologies into practice. As the project sponsor, the BLE oversees various projects.

The BLE takes on national control and certification tasks for the cultivation of renewable raw materials. It controls the sustainable cultivation, use and sustainable production of biomass.

Services

The BLE takes on a wide range of administration and IT services. As an administrative service center, it mainly works for the BMEL and the facilities in its business area. Administrative services are also provided for other departments. The offer exists for all authorities and institutions of the federal administration.
