Markus Schmitz (born August 3, 1973 in Münster ) is a German manager. He is the fully authorized representative and Chief Information Officer (CIO) of the Federal Employment Agency (BA) in Nuremberg .

Career

Schmitz studied social sciences and history in Münster (first state examination), Oxford (Master of Studies in Modern History), Bern and Bonn. He was a scholarship holder of the German National Academic Foundation , the Konrad Adenauer Foundation and the German Academic Exchange Service .

During his studies at Oxford, Markus Schmitz worked on the history of Irish nationalism. In 2003 Markus Schmitz received his doctorate in philosophy at the University of Bonn with a dissertation on the reorganization of bilateral relations between the Federal Republic of Germany and Switzerland after the Second World War, which he wrote at Klaus Hildebrand's chair . The work was awarded the Bruno Heck Science Prize and published by the Neue Zürcher Zeitung publishing house.

Schmitz and the historian Bernd Haunfelder had already published the reports of the Swiss Consul General Franz-Rudolf von Weiss from the period from the beginning of the war in 1939 to the election of Konrad Adenauer as first Federal Chancellor in 1949. The volume also documents the history of the “ Schweizer Spende ” aid organization using the example of the city of Cologne.

In 2002 Schmitz switched from a scientific career to consulting. At McKinsey & Company , he worked in the fields of telecommunications, human resources and the public sector.

In 2005, at the time of the so-called Hartz reforms , he went to the Federal Employment Agency as head of product and program development in unemployment insurance. From 2009 to 2014, Markus Schmitz was managing director of the headquarters of the Federal Employment Agency for product development for basic social security and was also responsible for the migration coordination office and the agency's specialist services. Major projects under his direction were the conception of working alliances "Youth and Profession" between agencies, job centers and youth welfare, the development and implementation of a consulting concept for the job centers, the development of competence diagnostic test formats by the professional psychological service, the development of largely self-financed internal counseling for the common facilities as well as the development and implementation of nationwide IT procedures for the basic security, including the development and piloting of the electronic files in SGB II, which has now been introduced nationwide in the job centers.

From January 2015 to October 2016, Schmitz headed the Bavarian regional directorate of the Federal Employment Agency as Chairman of the Management Board. During his term of office, he dealt with the refugee issue in terms of the labor market, which particularly affected the Free State of Bavaria as a border region with Austria.

Since November 2016, Schmitz has been responsible for information technology, infrastructure and digital process management at the headquarters of the Federal Agency. Markus Schmitz's portfolio also includes the IT system house, the BA service house and the federal family benefits office, and thus responsibility for over 10,000 BA employees. In 2018, for the first time, more than a million applications for unemployment benefit were submitted online.

Honorary positions

Schmitz has been a member of the jury for the Deichmann Prize for Integration since 2012 . He has also been a member of the Bavarian jury of the German History Competition for the Federal President's Prize of the Körber Foundation for many years .

Schmitz has been an honorary professor at the University of the Federal Employment Agency (HdBA) since 2014, specializing in labor market policy and labor market instruments.

Private

Markus Schmitz is married with two children and lives in Nuremberg.

Awards

In November 2018, Markus Schmitz was voted "CIO of the Year 2018" in the Public Sector category at the IT competition organized by the specialist magazines Computerwoche and CIO-Magazin. The “CIO of the Year” has been awarded by Computerwoche and CIO-Magazin since 2003. The patron is the Minister of State and Federal Government Commissioner for Digitization Dorothee Bär .

Schmitz was also the German finalist for the “European CIO of the year 2020” in the public sector category.

Since 2020 he has been a member of the "CIO of the Year" jury with other prominent representatives from science and practice.
