The Seabed Mining Act contains provisions for the search and exploration, prospecting and extraction of raw materials from the seabed . It implements the provisions of the United Nations Convention on the Law of the Sea into German law.

The law is also intended to ensure the safety of workers in seabed mining and the operating facilities for seabed mining as well as the protection of the marine environment . It is intended to take precautions against dangers arising from prospecting and activities in the area for the life, health or property of third parties, whereby the “area” means the seabed and the seabed beyond the limits of national jurisdiction. In addition, the Seabed Mining Act regulates the supervision of prospecting and activities in the area.

The law authorizes ordinances ( § 7 MBergG). Provisions adopted by the Assembly of the International Seabed Authority came into force by ordinance:

For official acts according to the Seabed Mining Act and according to the ordinances issued under this Act, costs (fees and expenses) are charged. To this end, the Federal Ministry of Economics issued the Seabed Mining Costs Ordinance (MBergKostV) in 1996.
