The Registration Law Framework Act regulates the tasks and powers of the registration authorities in Germany in order to register residents and their apartments in their area of ​​responsibility. In addition to the address data, various other data were provided (see § 2, see register of residents ). It formed the framework for the reporting laws of the federal states. The federal states kept their reporting rights adapted to the provisions of this law.

The Framework Act on Registration Law stipulated that from January 1, 2007, feedback between the registration authorities for relocations could only be made electronically. Citizens only had to register with the immigration registration authority. Deregistration from the emigration registration authority by citizens when moving within Germany has already been abolished.

Since the federal reform , the right to report has been a federal matter. The reporting laws of the federal states only took effect until the Federal Reporting Act came into force on November 1, 2015. This also replaced the Framework Law on Reporting Law.
