In May 1999 the Committee of Ministers of the Council of Europe decided to set up the office of a human rights commissioner . Its task is to campaign for the protection of human rights in the 47 member states and to raise public awareness of this issue. He also advises on issues relating to the protection of human rights and draws attention to any deficits that may exist.
To this end, he can, for example, submit written statements in the individual and state complaint proceedings and take part in the oral negotiations (Art. 36 ECHR in conjunction with Art. 44 of the Rules of Procedure of the European Court of Human Rights ).
The current Commissioner for Human Rights is Dunja Mijatović (since April 1, 2018). She follows Nils Muižnieks , Thomas Hammarberg and Álvaro Gil-Robles in office. The term of office is 6 years; re-election is not possible.
The Commissioner is independent and impartial and, along with the European Court of Human Rights, forms one of the pillars on which the human rights work of the oldest state organization on the continent rests.
