Álvaro Gil-Robles

Álvaro Gil-Robles y Gil-Delgado (born September 9, 1944 in Lisbon , Portugal ) is a Spanish lawyer and human rights activist .

In 1981 he drew up the law for the Spanish parliament that defines the powers of an ombudsman (Defensor del pueblo) . From 1983 to 1985 he was the first representative of the holder of this office and from 1988 to 1993 he was himself an ombudsman. From October 15, 1999 to March 31, 2006 he was Commissioner for Human Rights at the Council of Europe . He was the first to hold this newly created office.

From 2000 to 2005 he visited public institutions (including prisoner accommodation) in various countries (see list below) and in his reports to the respective governments showed how human rights violations could be improved.

His father was the politician José María Gil-Robles y Quiñones , his brother the European politician José María Gil-Robles .
