At the end of the 1980s, then Argentine President Carlos Menem decided to privatize most of the state-owned companies, including the Buenos Aires subway and suburban railways . Law 23 696 , which came into force on August 18, 1989 , established the regulatory framework for the privatization of companies. Finally, through Art. 13 of Decree 2074/90, signed on October 3, 1990, the executive defined the license to use the services of Subterráneos de Buenos Aires SE . By this decree, signed by President Carlos Menem, the lines of the subway and the Premetro were granted for a period of twenty years. Whoever wanted to serve them had to also operate the regular-gauge railway line Federico Lacroze - General Lemos ("Línea Urquiza") connected to line B of the subway .

A total of six different companies applied. Ultimately, Benito Roggio e hijos SA won the concession with Cometrans SA , Burlington Northern RR. Co. , Morrison Knudsen Corporation Inc. and SKF SACCIFA formed the Metrovías SA consortium .

The transfer of the "Subte" and the Línea Urquiza took place on January 1, 1994. The concession includes the possibility of tariff increases for improvements in the service or for inflation reasons, but not the expansion of the route network, its planning and implementation at the expense of the city of Buenos Aires go. In 1999 the license was extended to December 31, 2017.

In 2004 the Argentine government withdrew the transport company Metropolitano , which had previously operated the Línea San Martín between Retiro and Dr. Cabred had operated the concession due to quality defects. Together with the other two private companies Trenes de Buenos Aires and Ferrovías , which operate suburban railways in the greater Buenos Aires area, Metrovías formed the provisional operating company Unidad de Gestión Operativa Ferroviaria de Emergencia (UGOFE) to temporarily take over operations on the route. In 2007 the Metropolitano government withdrew the rights for the other two routes to be operated ( Ferrocarril General Manuel Belgrano Norte and Ferrocarril General Roca ), which have also been operated by UGOFE since May 22, 2007.

In 2007 Metrovías SA carried 262.6 million passengers in the Subte and Premetro and 25.8 million passengers on the Línea Urquiza .
