The Minnesota Correctional Facility - Oak Park Heights (short MCF-OPH ) is a 1982 opened prison in US - State of Minnesota . Oak Park Heights was built to house the state's most dangerous offenders. Accordingly, the almost 450 exclusively male inmates of the prison near the city of Stillwater in Washington County are serving very long sentences and are generally considered to be more dangerous than average. The facility is operated by the Minnesota Department of Corrections , the Minnesota law enforcement agency .

Structure and execution

The Oak Park Heights prison is the only prison in Minnesota, which in the safety assessment of the Prison Service as a Level 5 maximum security facility was therefore classified as maximum security prison. Due to the tightened security conditions within the facility, Oak Park Heights can accommodate far fewer prisoners than another prison of its size.

The entire complex, built like a fortress on a hillside, comprises nine self-contained detention areas, six of which were designed to accommodate 52 inmates. There is also a Mental Health Unit and a Transitional Care Unit , which both host inmates from all over Minnesota who need medical care in custody. The ninth department is the Administrative Control Unit , completed in 2001 , a high-security isolation wing in which inmates spend 23 hours a day in their cells and are cut off from any contact with the outside world.

Of the 446 prison inmates arrested in May 2011, 62 were serving life imprisonment with no prospect of parole and 88 with prospect of parole. The average term of the other prisoners was 206 months (17 years and 2 months). The most common grounds for detention were homicides , assault and sexual offenses .
