The test certificate for driving mopeds and two- and three-wheel vehicles up to 25 km / h is a German proof of the ability to drive such vehicles . This dark gray, 140 mm x 105 mm document with a photo is required by anyone who does not have a license to drive on the road

The test certificate must be carried with you while driving and handed over to responsible persons for inspection upon request. It serves as proof of knowing important traffic rules and being able to deal with the dangers of road traffic. There is therefore no need to take an exam to determine who has a valid driver's license . People born before April 1, 1965, on the other hand, do not need any test certificate. In the event of a traffic control, they do not have to prove that they are aware of the traffic rules, they only have to prove their age.

Other countries do not know this type of test certificate. It is not a driving license in the sense of a driving license . It was originally introduced on April 1, 1980 under the name of Moped Examination Certificate . In 2013, it was expanded to include three-wheel vehicles as part of the introduction of EU vehicle classes. At the same time, there was no restriction to single-seat vehicles. Between 2009 and 2019 it was also required for so-called electronic mobility aids (such as Segway ).

The applicant for such an examination certificate must complete training ( theoretically six double hours of 90 minutes each and practically one double hour of 90 minutes) and prove his knowledge in a theoretical test. Moped training is usually carried out by a driving school , but it can also be another educational institution with officially approved training qualifications .

The test certificate is issued from the age of 15 and passed theory test, which can be completed no earlier than three months before the minimum age.
