Myndigheten för samhällsskydd och beredskap ( MSB for short, German  Authority for Civil Defense and Readiness ) is a Swedish administrative authority that reports to the Ministry of Defense. The agency is responsible for civil protection, public security, disaster management and civil defense issues.

history

After the earthquake in the Indian Ocean in 2004 and the tsunami that triggered it , in which more than 500 Swedes died, the Swedish government's crisis management was heavily criticized. A specially set up disaster commission found serious failures, including the lack of a crisis team in the Prime Minister's State Chancellery . The criticism led to the resignation of State Secretary Lars Danielsson and Foreign Minister Laila Freivalds . The Riksrevisionen , a supervisory authority, also criticized the lack of readiness for a crisis in summer 2008. The biggest grievances after the tsunami disaster have been resolved. However, overlapping responsibilities and the lack of coordination between the authorities involved are problematic.

As a result, Myndigheten för samhällsskydd och beredskap was founded on January 1, 2009, replacing the crisis preparedness authority ( Krisberedskapsmyndigheten ), the rescue organization ( Räddningsverket ) and the council for psychological defense ( Styrelsen för psykologiskt försvar ). The aim was more effective crisis management and better coordination of the responsible departments and authorities.

Areas of responsibility

The authority covers all risks: from everyday traffic accidents and fires to chemical incidents, power outages and other technical failures. In addition, emergencies such as bomb threats and other attacks, epidemics , natural disasters and war . In most cases, the responsibility for the on-site operation does not lie with MSB, but with the local emergency services or security forces.
