n-21: Schools in Lower Saxony online is an association based in Hanover . According to the statutes, this pursues the goal of enabling schools and other educational institutions (in Lower Saxony) to use new media as a natural part of the learning culture. The association was founded on June 5, 2000 in connection with the action program "n-21: Schools in Lower Saxony online" launched by the then Prime Minister of Lower Saxony, Sigmar Gabriel . Members are the state of Lower Saxony, the municipal umbrella associations, business enterprises and social groups. Peter Richter from Telekom Deutschland GmbH has been the Chairman of the Board of Management since January 2015.

In December 1999, the newly elected Prime Minister of Lower Saxony, Sigmar Gabriel (SPD), announced the action program “n-21: Schools in Lower Saxony online” in his government statement. The official start of the action program took place in June 2000 when the association was founded. At the same time, a project group was set up in the Ministry of Culture.

To justify the action program, the Prime Minister stated in his government statement: "The natural and competent use of the Internet and multimedia is a basic qualification requirement for access to the workplace of the future and for participation in social, political and cultural life in the coming decades Internet access for every school in Lower Saxony we need well thought-out educational concepts that are adapted to the respective school. Large-scale and centralized solutions are forbidden, as is traditional isolated solutions in computer and media rooms. "

The first round of the action program ended on December 31, 2003, in which state funds of approx. 36 million euros and sponsorship funds of approx. 20 million euros were available for the implementation of the program. The project group in the ministry was dissolved. The members of the association made use of the possibility provided in the statutes and decided to continue the association's work.

As part of the action program, between 2000 and the end of 2012 more than 5,000 teacher training courses with around 50,000 participants were carried out. More than 80 million euros were spent on equipment, teaching materials, didactic and methodical concepts, Internet projects, web-based knowledge bases and advanced training.

In 2003, the association initiated the project "1000 times 1000: Notebooks in the school bag", in which seventh-grade students were equipped with notebooks. In the 2006/7 school year, a total of 28 schools from all over Lower Saxony took part in the project. In order to check the goals of the project, the initiators had the project scientifically evaluated. The study published in 2007 by the Schools Online Association gave comprehensive insights into the difficulties and opportunities of media-based teaching and, among other things, dealt with the question of whether this teaching can contribute to improved professional performance of the students.

In 2010 the association coordinated the “Educational Netbook” project in the state of Lower Saxony. 240 schools across Europe were equipped with small, internet-enabled computers - this project also dealt with the relationship between media use and learning success.

In June 2011, a total of almost 300 schools were registered for the activities to improve media-based teaching, which are now bundled under the name "mobile learning 21". The meanwhile significantly improved technical equipment of many schools has meant that n-21 has shifted its focus: The focus of the association's activities is the development of a comprehensive range of qualifications for teachers.

The "virtual school" of the Lower Saxony Ministry of Culture is one of the latest projects supervised by the association. The specialist teaching on the East Frisian Islands is to be improved, among other things, through the use of modern video conference and online systems.
