The Cabinet of Nauru , English Government of Nauru is the executive branch of the state Nauru and has certain powers of the legislature .

The structure of the government is regulated in Part III. The President and the Executive Art. 16-25 Constitution of Nauru 1968.

President Naurus

The President of Nauru is head of state Naurus, and as President of the Cabinet also head of government (district president). He is determined by the Nauruan Parliament from among its members: The President must be a member of Parliament - with the exception of its speaker (speaker) or deputy speaker (deputy speaker) . He can be recalled by a vote of no confidence with a simple majority of (the entire) parliament.

The president represents the state, and in turn appoints the cabinet ministers , and the chief justice and the judges to the Supreme Court of Nauru - the judiciary is sovereign.

Deputy Prime Minister

A deputy president is not regularly appointed, the office is only provided in the event and time when the president cannot act due to illness, the presence of Nauru or any other reason. Then the cabinet designates one of its members to hold the presidency.

The government, the Cabinet , consists of the President and four or five ministers.

The ministers are appointed and can be removed from office by the president and must also be members of parliament. In addition, no member of the government may hold a paid post in the civil service or in a public corporation .

The cabinet has executive state power and directs and controls the government. It is collectively responsible to Parliament. The members of the government are sworn in on loyalty and confidentiality :

Council of Ministers

The Council of Ministers (Meetings of Cabinet) , the plenary body of the President and Cabinet Ministers, is the highest decision-making body of the government. He is chaired by the President. The modalities of the cabinet meetings are the decision of the cabinet.

The Council of Ministers has certain powers with regard to legislation, in particular it can ask the Supreme Court to issue opinions on constitutional questions.

The president is responsible for allocating the government's portfolios to cabinet members, including himself. The portfolios are:

Secretary General and Service Committee

The Chief Secretary is an independent office of the government as the chief head of administrative and executive bodies. It appoints the civil servants , has overall disciplinary supervision and removes them from their office.

He is appointed and removed by the cabinet and has to report to the cabinet on his activities. In addition, however, parliament has the right to delegate the duties of the chief secretary to a body, the Public Service Board . This then consists of the Chief Secretary as chairman and at least two other members. This ensures parliamentary control, since the Chief Secretary is also the Commander in Chief of the Nauru Police Force , the state's police force .

In contrast to the government team, the State Secretary is therefore not allowed to come from the ranks of the members of parliament, as are the other members of the Public Service Board.

Government authorities

The small state has no ministries in the European sense, the ministers have personal government offices , in which government work is carried out, depending on which ministerial department heads. They are all in the Government Building , Yaren District , the de facto capital of Naurus.
