New management control

The New Administrative Control (NVS) was a project of the Hessian state government .

Building on the experience of the Tilburg model , the budget management of the State of Hesse was converted from a cameralistic to a commercial accounting system . The following objectives were pursued with the project:

  • better control and assessability of the consumption of tax funds and other resources
  • Better presentation of the obligations that the State of Hesse has to bear for the future or which are newly assumed (e.g. loans / interest, pension payments to state officials , maintenance and other follow-up costs for facilities and projects)
