Lower Saxony regional association of folk high schools

The Lower Saxony State Association of Folk High Schools is the amalgamation of all Folk High Schools (HVHS) recognized by the state in accordance with the Lower Saxony Adult Education Act (NEBG ). It is registered as a non-profit association based in Hanover .

history

On February 26, 1949, the working group of home folk high schools in Lower Saxony was founded in the HVHS Hustedt near Celle. The founders were Fritz Borinski (HVHS Göhrde), Walter Fricke (HVHS Hermannsburg), Karl Ketelhut (HVHS Oldenburg / Rastede) and Heiner Lotze (HVHS Hustedt). The community colleges of the Inner Mission Röbke, the rural adult education center in the Juliusmühle (from 1951 in Goslar, today Bildungshaus Zeppelin) and the Katholische Landvolkshochschule Rulle near Osnabrück (later Catholic LandvolkHochschule Oesede) as well as from 1950 the HVHS Springe also belonged to the still loose association.

In 1961, the "Lower Saxony State Association of Folk High Schools eV", a non-profit association, was made from this. In 1968 there were fourteen folk high schools in the country. Lower Saxony was the first federal state to have a law to promote adult education from 1970 . The regional association of folk high schools achieved the status of a regional organization within the meaning of the law. Due to the reliable and good funding conditions, there were startups. In 1982 there were 24 folk high schools in the country. In December 1999, the Waldschlösschen Academy , founded in 1981, was recognized as the penultimate folk high school and thus a member of the regional association. In 2013, the Bredbeck conference center in the Osterholz-Scharmbeck district received its most recent recognition as a community college in Lower Saxony . As a result of mergers in 2007 and 2009, the regional association now has 23 folk high schools.

tasks

The association represents the interests of all recognized HVHS in Lower Saxony in the political and public sphere, brings the interests of the houses in the Lower Saxony Association for Adult Education, in the state ministries and state parliament. It promotes the exchange between the folk high schools as well as the cooperation with other educational organizations and organizes internal professional conferences on topics such as the future of folk high schools (2010), ecology and adult education (2009) , new media use and adult education (2008), right-wing extremism and violence (2007) .

organization

The regional association has an honorary board of directors, which consists of eight directors from a folk high school. He is elected for three years by the general assembly. Each folk high school is represented by two delegates at the annual general assembly. If necessary, a conference of all leaders meets for particularly important decisions within this period. An office in the state capital Hanover supports the board of directors, organizes internal communication and is responsible for the association's public relations.

There are five so-called "banks" within the association:

  • the group of evangelicals (6)
  • the group of "free" (7) (sponsors are associations, foundations, municipalities, etc.)
  • the group of catholic (5)
  • the group of rural (3)
  • the group of unionized (2) folk high schools.

According to the statutes, the composition of the board should reflect the plural structure of the association: 2 board members each come from the Protestant, the free and the Catholic group and one board member each from the rural and union groups.
