Norbert Franz Kollmer (born May 23, 1964 in Bogen , Lower Bavaria) is a German lawyer and has been President of the Bavarian Center for Family and Social Affairs (ZBFS) since 2011 .

Life

After his youth in South Africa from 1976 to 1982, Kollmer passed the South African general higher education entrance qualification (Matriculation Certificate) at the German International School Johannesburg. The supplementary examination for the Abitur took place in Cologne in 1983. From 1984 Kollmer studied law at the University of Regensburg and received his doctorate. jur. (in custody law). From 1992 Kollmer worked for the Bavarian Ministry of Labor and Social Affairs (Department of Occupational Safety and Health) and the Bavarian State Chancellery. From 1997 to 2001 Kollmer was seconded to the Representation of the Free State of Bavaria at the federal government, first in Bonn, then from 1999 as head of the “Representation of the Ministry at the Federal Government” in Berlin. In 2001 he moved to the Representation of the Free State of Bavaria to the European Union in Brussels (Bavarian State Chancellery) as Head of the Department for Labor, Family and Social Affairs.

Kollmer has been working at the Bavarian Family and Social Center (ZBFS) in Bayreuth since 2007 and was initially vice-president of the authority. At the same time he was in charge of the central tasks, later the department for the severely disabled person identification procedure.

Since March 23, 2011 he has been President of the ZBFS.

Kollmer is married to Stephanie Kollmer and has three children.

Literature and Science

Kollmer is editor and co-author of the CH Beck'schen Commentary on the Occupational Safety and Health Act (ArbSchG), the loose-leaf collection Nipperdey II - Occupational Safety, author of the CH Beck'schen Comments (yellow row) on the Workplace Ordinance and the Construction Site Ordinance as well as other specialist books and guides on the topic of “Work - and device safety ". With 32 publication entries in the online catalog of the German National Library, he is one of the most frequently cited authors of occupational health and safety law in German-speaking countries (cf. Wesel, 25 Jahre Rechtswissenschaftlicher Verlag CH Beck 1763–2013, page 379). Since 1992 he has repeatedly held teaching positions at the Academy of Social Administration, primarily in the fields of “labor law and administrative law”.
