Kar Arruken / Kar Arru-ken or Arru ( Akkadian Oaroar ) was a small kingdom in antiquity on Iranian territory, which was developed into an Assyrian fortress city near the border to Media .

Oaroar was already at the time of Shalmaneser III. and Adad-nīrārī III. pay tribute to Assyria . The original name Oaroar was given by Sargon II after it was incorporated as an Assyrian province in 716 BC. Renamed to Kar Arruken. The small kingdom had previously allied itself with Dalta von Ellipi when Sargon II took office . The neighboring Bit Barru and other small areas were incorporated into the new Assyrian province.

Sargon II drove the development of Kar Arruken as a fortress, as the danger of the Medes increased from the east. At about the same time, Deiokes was deposed in Mannaä and, under Kyaxares I, the Medical Confederation was founded.

In the period that followed, Asarhaddon reported increasing threats to the neighboring countries to the east, before the Cimmerians and Scythians invaded Assyria under Assurbanipal .
