The Upper Port Authority is as shipping police authority in Hamburg , a department within the Hamburg Port Authority , responsible for the Port of Hamburg and its peripheral areas except the Alster .

The Oberhafenamt is divided into

  • a policy department
  • Three port authorities , the Port Authority West, responsible for the western port areas up to the Tinsdal border, the Port Authority East, responsible for the eastern port areas and the Port Authority South, responsible for the southern port areas from the Köhlbrandbrücke to Bunthäuser Spitze and the shipping police matters in the Harburg inland port ,
  • the person responsible for the pilotage system ,
  • participation in the Designated Authority responsible for international security within the framework of the ISPS Code and
  • the Hamburg Nautical Center , one of ten traffic centers in Germany responsible for traffic in the Port of Hamburg (nickname Hamburg Port Traffic )

The Oberhafenamt has the task of ensuring the safety and lightness as well as environmental compatibility of shipping and of preventing dangers and harmful environmental impacts from shipping. Through state treaties, the state of Hamburg has the mandate to ensure all traffic processes through its shipping traffic administration through monitoring, regulation and control of traffic. The offices of the Oberhafenamt exercise their activity and function on all waterways in the Free and Hanseatic City of Hamburg with the exception of the Alster, behind the Tatenberger Schleuse and the Este . In addition, there are all structures built for handling such as quays , extinguishing bridges, landing facilities.
