The OKO - Residential Tower ( OKO - South Tower , OKO Tower 1 , 16 IBC Tower 1 ) is a skyscraper in the Russian capital Moscow and part of the new Moscow City business district . Until 2017 it was the tallest skyscraper in Europe .

The building on Presnenskaya Naberezhnaya 8 is the tallest skyscraper in Moscow at 354 meters and 85 floors. Construction began in 2011, and was completed in 2015. The OKO - Residential Tower , along with the OKO - Office Tower , is part of the Oko Business Center building complex . The complex was designed by the architects Skidmore Owings & Merrill. After completion, Oko Tower 1 was the tallest skyscraper in Europe until the Federazija , also in Moscow, opened in 2017 .
