The Open Library Foundation (OLF) was founded on September 9, 2016 by the company EBSCO and the Open Library Environment community with the aim of supporting and developing open source software in the library sector. The initial spark of the project was the emergence of the Folio project, with the Foundation also developing the open source projects Open Library Environment and Global Open Knowledgebase (GOKb) since its inception .

Program code in projects of the Open Library Foundation is published under Apache License 2.0.

Institutions, organizations, companies and individuals can become members of the Open Library Foundation. The OLF members and participants in their projects network among others. a. at a conference called WOLFCon (World Open Library Foundation Conference).
