Operation Uphold Democracy

Operation Uphold Democracy (sometimes called Operation Restore Democracy in the press ) was a US-led multinational operation in Haiti from September 19, 1994 to March 31, 1995.

backgrounds

Following a constitutional reform in 1987, the Haitian military put on a coup d'état against President Leslie Manigat in June 1988 and ruled (after another coup in September 1988) until the 1990 elections. In these elections, Jean-Bertrand Aristide , in which many hopes were linked, was more overwhelming Majority elected President. But as early as 1991, Brigadier General Raoul Cédras pushed Aristide out of office. In 1994 Aristide was able to return to office in the wake of a US intervention, Operation Uphold Democracy , and in 1996, after his term of office had expired, handed over the office to his close companion René Préval . The UN mandate, under which Haiti had been since 1995, expired in 1997. Various other UN missions were active in Haiti from 1995 to 2000.

Operation Uphold Democracy was authorized by UN Security Council Resolution 940 of July 31, 1994.

The operation

In September 1994 the 3rd Special Forces Group , US Army Special Forces Command of the US Army , formed the core of the troops . The US units were z. B. supported by the Polish special unit GROM and other small foreign units. However, these made up only a small part of the troops, and Poland wanted to demonstrate its affiliation to the West by sending its elite soldiers shortly after the end of the Cold War. Command A teams have been deployed across the country to restore order and provide humanitarian aid . Other US Army forces, primarily consisting of parts of the 10th US Mountain Division , occupied Port-au-Prince and provided logistical support. The operation officially ended on March 31, 1995, when it was replaced by the UN Mission in Haiti ( UNMIH ) based on UN Resolution 867 . From March 1995 to March 1996, 2,400 US soldiers from the previous Operation Uphold Democracy remained in the country and formed a support command for the UN mission as part of the new Operation New Horizon . These US troops formed the US Forces Haiti (USFORHAITI) and supported the UN mission as peacekeeping forces , with the US commander also being the commander of all UN troops.

During the entire Operation Uphold Democracy , only one US soldier died under enemy fire.
