The Ordinatio Imperii was the attempt by Louis the Pious to give the Frankish Empire a new order. In a Kapitular handed in 18 chapters scheme was established in 817 adopted in the reform Reichstag in Aachen with the approval of the leading nobility and the Church.

According to the classical representations, Ludwig thus followed a view that prevailed in the church (cf. Agobard ), which pursued the ideal of a united Christianity and one ruler, and was able to rely on the nobility that rose up with the Carolingians, the feared losing property if the empire was divided. The Ordinatio Imperii was intended to change the previous hereditary regulation of dividing the existing empire among the descendants in equal parts, with the aim of maintaining the unity of the Frankish empire. According to the regulation, the first-born son of Ludwig the Pious, Lothar I , was to become Emperor of the Empire, and the brothers Pippin and Ludwig the German were to become kings in Aquitaine (Pippin) and Bavaria (Ludwig) under the Emperor. The failure of the Ordinatio Imperii began with Ludwig's second wife, Judith , who gave birth to his son Karl the Bald , as Ludwig, most likely pressured by Judith, began to change the Ordinatio Imperii in favor of Charles, which Lothar and his brothers refused to accept.
