An organization manual , or organ manual (OHB) for short, provides access to the standardized processes as well as the rules , regulations and organizational structures of a company at any time .

An organization manual (OHB) can be defined as the structured summary of all valid, general and coordinated organizational and operational regulations. The organization manual also includes various sub-types of instructions such as work instructions, business instructions, organizational instructions, guidelines, interim instructions, organizational guidelines, sets of rules, manuals or instructions for quality management.

Organizational manuals provide employees and employers with a point of contact for looking up standardized routine processes . Every employee and employer should always have the opportunity to view the organization manual. Typical forms of publication are intranet , internet or loose-leaf publications.

The main goal of an organization manual is to offer the employee a platform in the event of uncertainty in order to independently and independently obtain the necessary information at any time . In this way, errors and misleading due to dubious statements from employees should be virtually eliminated.

Structure and content

There is no set structure that can be applied to every company. Due to the different company structures, it is up to each company how its own organizational manual should be structured. Apart from the individuality of each organizational manual , it usually includes the items corporate development and goals , structure and process organization .

The organizational structure contains the position plan , the current vacancies, contact directory, organizational guidelines (such as telephone guidelines or signature regulations ), an overview of the branches , the general terms and conditions and the articles of association .

The process organization contains the sub-items work instructions , work process descriptions (such as goods commission, documentation of the execution of work orders at customers), IT guidelines, data protection guidelines and operating instructions .

Further possible contents of an organization manual can be enclosed with the organization manual or managed as a separate manual. This includes working conditions , avoidance of hazards, environmental protection regulations and waste disposal regulations .

Legal requirements for banks

As part of the MaRisk regulation (minimum requirements for risk management), the banking supervisory authority explicitly requires German credit institutions to keep organizational manuals and make them accessible to all employees (MaRisk AT 5 Item 1,2). MaRisk also lists the minimum content an OHB should have:

  • Regulations for the structure and process organization as well as for the assignment of tasks, assignment of competencies and responsibilities,
  • Regulations regarding the design of the risk management and controlling processes,
  • Internal audit regulations,
  • Regulations that ensure compliance with legal regulations and requirements (e.g. data protection, compliance),
  • and rules on procedures in the event of significant outsourcing.
