Local force

A local employee is an employee of a state or private institution in Germany who has been hired abroad to work in this country. In these cases it is therefore not a matter of posting .

Examples

Examples of the use of local staff (usually in addition to posted employees) are:

  1. Employees of diplomatic missions abroad , cf. Diplomatic status
  2. Employees at schools abroad and the Goethe Institute

Legal classification

In the public service in Germany, local staff from German offices abroad apply according to § 91 Abs. 1 Nr. 1 BPersVG not as employees within the meaning of § 4 BPersVG.

Debate on protection for local workers

In 2013, Afghan local workers who were in danger due to their work for the Bundeswehr in their home country were granted protection in the form of entry and residence opportunities in Germany, which was criticized by the Afghan government.
